welcome to SoCal training team today I going to teach you how to set up an adult residential facility in the state of California I'm going to go step by step on what you need to do to set up your facility once again this is for the State of California only that's the my area of expertise and so that's what you're going to learn today so this is for an adult residential facility so we're going to go through a we're going to go through a few items that I like to cover the initial steps of setting up the adult residential facility as far as qualifications and your background what you need we'll talk about some income we'll talk about licensing the home through community care licensing and then we'll talk about getting clients whether you're getting them through the regional center or you're going to do private pay so first of all an adult residential facility or ARF adult residential for facility or you guys will also hear it termed as ARF it serves ages 18 to 59 so just keep in mind that an adult residential facility serves ages 18 to 59 that could be male or female if you want to deal with an age group that is younger than 18 to 59 or that is older than 18 to 59 then those are different designations and that is not this training so we won't talk about those age group but there are different designations for younger the younger age group under 18 and then there's a different designation or facility type for the age group 59 I should say 60 and plus so let's first talk about experience this is the part where a lot of people fail to meet the requirements and they want to take a shortcut so always recommend you don't take the shortcut in developing a facility especially when you're developing an adult residential facility I want you to actually go get your experience the minimum amount of experience you need to have is 12 months how do you get that experience you get that experience by working at a facility I always recommend that you work at the highest level facility today what I want to do is I'm going to talk about licensing a home and then vendoring with your local Regional Center so the requirements are going to be the highest so it'll put you at at a point to where you can develop any type of facility that you want to develop so you need 12 months experience working in a level for I that is the highest that not necessarily the highest level facility I can't say that but is it is one of the highest levels uh that the regional center offers there are other levels about that maybe I'll do another training about the levels of care that you can provide as well so sorry if my writing is sloppy but so you want 12 months experience working in a level fouri that facility you want that facility to be Regional Center ex a regional center home meaning they' went through the process of being vendored through the regional center that is going to give you an edge on developing facilities if you can work in a level four eye facility for 12 months then typically you can open up any type of facility that you want to open so keep that in mind so the first thing 12 months experience level four I in a regional center vendor home vendor so while you're working there's a couple things you need to do while you're working in that facility you're going to get your DSP or direct support professional I know it's long got a little squeak you're going to get your DSP one and two while you're working in that level for I facility you're also going to get your first a CPR some of you guys may already have this first a CPR you're going to get your CPI which is Crisis Prevention Institute now the the agency that you work for you don't have to worry about paying for this the this process because the agency that you work for they're going to give you these things they're going to they're going to put you through the DSP year one and two they're going to certify you in first a CPR they're also to ensure that you have CPI or Crisis Prevention Institute Training the CPI is a crisis intervention how to properly deescalate a client and it also teaches you how to properly restrain a client as well as a last resort so this is the experience I want you to go into one thing that this experience helps you with it helps you one learn the business and it also makes you a better staff so when you open up your own facil facility you have a better understanding of what you're going to encounter running your own business this is why I always say get the 12 months experience in don't skip the line and go hire someone to be your administrator because what happens is you hire an administrator to run your facility and you don't understand or know whether or not they're running your facility properly because why you don't have the experience that you need in order to know what it needs to look like so first step guys experience 12 months level 4i in a regional center vendor home you're going to get your DSP one and two you're going to get your first day cpri CPR and then you're going to get your CPI uh Crisis Prevention Institute so I'm going to I'm going to delete this I'm going to erase this I should say you guys could rewind and go back if you need to so that was the first part experience I don't know why I erased this first part is experience so now that you have your experience in you got your 12 months in now you want to go to the regional center depending on where your home is there are 21 Regional centers throughout Southern throughout California I should say you want to go to the regional center so now we're going to go to the Regional Center in your area to find out which Regional Center in your area you just go to dds.com you go to that you click on Regional Center lookup you can punch in your zip code and it'll tell you what Regional Center serves your area that's a little trick so you're going to go to the regional center and you need to attend the orientation for that area attend orientation nobody's going to give you guys' game I could tell you that right now some people are probably upset that I'm giving away this much game so you're going to attend the regional center orientation in your area in order for you to submit an application to the regional center at some point you have to have attended this orientation but guess what in order for you to attend this orientation you have to be ex you have to have the experience to attend it so so once you have that 12 months experience you're attending the orientation during this orientation you're going to find out what the need is need is so and when I say need I'm talking about the client population is it male is it female is it ambulatory is it non-ambulatory is it uh clients that are coming out of uh mental institutions is it clients coming out of jail or prison so there's a lot of different needs that may need to be met it may not even necessarily be adults it may not be that servant that ages 18 to 59 it may be something else but once again that's for another training so you're going to find out during this orientation what the need is what the population is that needs to be served male female ambulatory non-ambulatory etc etc you'll find during that orientation you'll be able to ask questions and you'll also be able to determine if there's a need in the area that you want to develop your home so now that we have our experience we have our orientation in now we have determined at that point where we want to develop the home it may be in a home that you live in it may be in a home that you lease or rent it may be in a home that you buy so but now that we've determined that what we want to do is we want to go to community care licensing to license the home so we want to go to CCL which stands for community care licensing to license the home there are two parts let me erase some of this so there going to be two parts to the licensing process very important stuff two parts we're at CCL now community care licensing so they're two parts that are key here part A and then Part B part A is the application the application is just what it sounds like you download this paperwork on the community care licensing website and you fill out an application you have to have well let let's back up a little bit let's back let's actually back up a little bit and then I I'll come back to the CCL part because I want to back up because I wna I kind of cruised over a very important part of this process before you get to licensing you want to set up some type of entity first and when I say entity I want to say I'm saying Corporation I'm not going to tell you what type of Corporation to set up I'm going to do like everyone else and say talk to your CPA or financial advisor and they'll tell you what type of Corporation to set up so you want to set up some type of Corporation whether it's a C Corp C Corp S Corp LLC partnership I don't know what you want to set up but you need to figure that out on your own I'm not going to help you do that so once you set up the entity now we're going to go to community care licensing CC CLD then with community care licensing there are two parts like I said before so there's a part A which is the application and then there's a part B part A and then there's a part B which is the program so part A of this from community care licensing is just like like I said previously it's an application that you're going to complete and you're going to fill in all your information the information you want to get that entity that entity is going to be the licensee at community care licensing for the application you don't want to use your personal name uh a lot of us we don't use our personal names be for liability reasons that's that's the main reason we don't use our personal names we want to open it under a corporation for that fact so part A is the if you want to look it up online you can go to ccld.ca.gov and it's LC c281 LC 281 gives you the whole application process Part B of that which is also a part of the LIC 281 Part B of that is the program statement or program design we call it different things or program proposal the program statement portion of it it basically gives detail it's like a business plan that's the business plan of your organization so that business plan there are certain things that need to be included in that business plan such as what type of f the uh menu planning the type of foods you're going to serve the type of services you're going to provide what you're not going to provide the type of clients you're going to take an age range within that 18 to 59 male or female ambulatory or non-ambulatory they're going to talk about medication how you're going to deliver or how you're going to administer medication so it goes into a wide variety of things and once again in another in another training what I can do is I can go through the program statement more in a little bit more detail and help you guys get started with writing that as well so your entity is set up you go to community care licensing you have mean once you go to community care licensing you already have your home you have an address you want to fill out the application part A you want to fill out Part B then you're going to submit that to community care licensing you're going to mail that application to them that application gets mailed to Sacramento with a fee so there is a charge to submit that application it depends on the amount of the capacity that you're trying to submit for if that cap capacity is four as of the month of April 2024 the fee is $98 for four client from I think it's from four to six don't quote me on this but from four to six clients the fee is $98 so once you submit this to community care licensing they'll get your application they'll begin processing your application that can take anywhere from 60 to 90 days depending on your Corrections or what you have to make adjustments to so you'll kind of go back and forth or maybe you'll submit your application the first time and it'll be perfect we don't know so once so we're going to say time frame and it can take longer so don't hold me to this don't say Leonardo you told us that it was going to take 60 to 90 days I don't want to hear it so the time frame could be 60 to 90 days but it could be longer I've seen it take shorter I've seen it it be a longer time frame but I'm just giving you the minimum it could be 120 days I don't know depends on how good your application is so what happens so let's walk through what happens so you guys could if you guys need to go back to that you can just pause the video rewind it go back screenshot it so I'm going to delete this and we're going to move so what happens when you submit your application it's a process to that too guys what happens we we've done all the work we've submitted our application now we're waiting so there are some components that you need to actually let I I missed a component so forgive me before what in order to submit your licensing to community care licensing you have to finish component one component one which is the orientation it's an online orientation you can register online it's a really quick class to go through component one orientation for ARF I want to say the cost is like $50 what happens after you finish the class you need to print that certificate and you need to send it with your application another part of that is to submit your application you have to be an ARF administrator it's a lot of stuff to this guys sometimes I kind of walk forward and then I walk backwards as I as I go through so you have to be an adult residential facility administrator that means that you took a 35-hour 35 I can't write let me erase that like that so you have to take a 35h hour initial course guess what guys I teach that course so you can take that course through US visit us at SoCal training team.com Shameless plug so that you need to take this 35 5H hour initial certification mind you in that class we're actually going to walk you through this process as well so you can even you can even ask all your questions you can learn more about the process of opening an adult residential facility in our classes so you have your 35h hour initial certification and in order for you to get this certification you do have to test for it and you have to score at least a 70% on the test in order to get your 35h hour initial C uh certificate so going back to the CLD application in order to submit that CLD application you do have to have an administrator which would be you you do have to have that orientation which is online my writing is sloppy but you guys get it which is online and so you have to submit those two things so that I kind of walk backwards so I want you to have these two things done before you submit your application to community care licensing now let's walk back forward so we've submitted our application to community care licensing we've waited this 30 60 90 120 days in order for uh in order for them to begin processing our application now once they start processing your application and they officially accept it what happens is they want to interview they want to interview the administrator I'mma just put admin it's a very simple interview it's nothing to stress out about it's nothing to get all you know all all wound up it's very simple they're asking you best basic questions about the paperwork you submit it it's that interview typically takes place over the phone or via zoom and it's from a person in Sacramento so after they interview you and you successfully pass that interview the next thing they want to do is a facility visit or a site visit or site visit what is that so once they interview you you successfully passed they're going to schedule you for a site visit the next step is they come out to your facility and they're going to do a walk through prior to them coming to walk your facility the I mean these people they hold your hand there's really no excuse for you not to pass these visits they they're going to email you a list of everything that they're looking for when they come to your site they're going to email you the they're going to give you the cheat sheet they're going to say make sure you have everything on this checklist that's basically what they're going to do and so with that checklist from licensing all you have to do is ensure that you have everything on that checklist if you have everything on that checklist you meet all the requirements they can technically license you the same day so that is the licensing process so the licensing so we got our experience so remember all the steps we went through I'll recap after after I'm done so now we went through the whole process say we went through the whole licensing process they licensed the home the home is licensed under your your business now what we want to do is we want to go to the regional center so home is licensed right probably spelled that wrong but that's okay you guys get it home is licensed now we want to go to Regional Center the regional center that serves your ZIP code you can't just go to any Regional Center you got to go to the one that serves your ZIP code so now we're going to go to the regional center and we are going to submit a letter of intent what is a letter of intent a letter of intent is basically a letter that basically says that these are the services that we're going to provide this is the home this is how many bedroom it has these are the clients we're going to serve these are the behaviors we're going to deal with where it's going to be ambulatory or nonambulatory you're basically going to break down in maybe two or three paragraphs what the facility is going to do that's a letter of intent now some Regional Centers do it differently so please account for the different nuances that may come about when you submit a letter of intent to Regional centers some Regional centers just want a letter of intent some Regional centers want you to submit a letter of intent with qualifications of experience and a job resume and direct support professional year one and year two and your administrator certificates some Regional Center just say just give us the letter we determine if you qualify then we'll send you more information so after you submit the letter of intent via email the regional center will respond and the regional center will send you a well they'll say hey we accept your letter of intent and they'll send you a program outline it's going to be called different things because different Regional Center call they call it different things it's going to be a program outline it's going to be a program description it's going to be some type of statement and they're going to say hey follow these guidelines it's a guideline to the services that you're going to provide to the regional center what type of client you're going to provide now the regional center process is a little bit more it's more straightforward but the process is going to be longer than community care licensing where community care licensing that process is 60 90 122 days or so where Regional Center might be 6 months 7 months because the process is it's almost like you're at the Finish Line you're or should say you're near the finish line so you have to work a little bit harder to cross the finish line that's what it is how it is working with the regional center that's the best way I can explain it to you so after you submit the program outline you respond to them and you submit it they have 45 days to review and typically they take all 45 days they don't cut in between they don't short it they'll respond to you exactly in 45 days every time so within 45 days I'm going to say prepare for Corrections you're going to do at least four or five different revisions I'm going to say four or five revisions before you're approved so you guys can do the math on that right every time you submit a revision they have 45 more days to review so you guys can see how the time adds up quickly over time so after you after they accept your revisions after the four five times then what they do is they submit you for vendorization what is vendorization this is how you get paid vendorization they issue you a vendor number vendor number that's how you get paid that vendor number Des designates is a designation for your agency so anytime you have any type of communication anytime you have any type of discrepancy they ask you what your vendor number is so they can look you up vendorization is another process it's an application that you have to fill out within this Regional Center process now every Regional Center tends to be different some of them do the same process but you always have those outliers in anything you do in business right so some Regional Center gives you the vendorization application as soon as you start completing your program outline they do it in conjunction with each other some of them don't give you the vendorization application until you until your program outline is approved so you just got to kind of roll with the punches at at the end of the day so this vendorization process they also have 45 days so you see how this can easily be six to eight months so I know a lot of people are thinking to themselves how long will it take me to to develop a facility in California the answer is I like to give the answer of it's going to take you at least 12 to 18 months for full for full setup can it be done faster oh yeah anything can be done faster but the reality is I like to say can you sustain making no money not $1 for 12 to 18 months and just remember let me let me bring that back a little bit 12 to 18 months to be licensed and vendor that's not 12 to 18 months to actually start generating any type of income because the next thing is after your vendor Riz now you have to get clients so that's a whole another training on how to get clients so after this 12 to 18 months of spending cash of bleeding cash you have to wait for them to start sending you clients that could take you another 30 60 90 days depending on the regional center catchment area you're in because some Regional centers are saying that they have a shortage of clients client not a shortage of clients but a shortage of bed which would be a shortage of clients so you have to keep that in mind mind so we went through the whole process of setting up an adult residential facility so let's kind of recap let's recap a little bit here and then I'm G wrap this up because right now you guys probably are turning into mush but this is good information that you can go back and Rewind and learn more every time you watch it because there some stuff you're going to miss nobody's doing this guys so let's kind of recap we talked about experience we talked about two is ugly we talked about CLD which is community care licensing division we talked about Regional Center which I'll designate as RC and then we talked about time frame time frame meaning how long is it going to take you to get up and going 12 to 18 months and I'm saying 12 to 18 months not necessarily you making any money that's 12 to 18 months just to get your get go through licensing go through Regional Center and to get your facility up and going and then you need clients so that's the adult residential facility set up ages 18 to 59
